Introduction

What is WFP SCOPE?

SCOPE is WFPWorld Food Programme’s beneficiary information and transfer management platform. It is a flexible cloud-based digital platform that helps WFPWorld Food Programme better understand the people it serves to be able to provide them more personalised and helpful assistance. It facilitates the tracking of distributions with assurance, from beneficiary registration to reconciliation and reporting.

What is SCOPE used for?

SCOPE can be used to support:

  • Registration and importing of people’s identities that can be grouped as households

  • Deduplication, and management of the personal data of eligible beneficiaries

  • Beneficiary management, including beneficiary lists creation and transfer values

  • Transfer of assistance, including cash-based and in-kind interventions

  • Assignment of identifiers to eligible beneficiaries and authentication of beneficiaries prior to assistance delivery

  • Assistance delivery tracking
  • Storage and management of operational data

WFPWorld Food Programme uses SCOPE to provide a responsive information system to support effective programming across all transfer modalities. As part of managing identities and entitlements of beneficiaries, SCOPE can enable users to:

  • Know beneficiaries

  • Know what beneficiaries are entitled to

  • Issue instructions to the appropriate partners who deliver the assistance (i.e. financial service providers or cooperating partners)

  • Analyse feedback on whether or not the right transfers have been distributed to the right beneficiaries

  • Analyse data on transfer redemption by beneficiaries

SCOPE's ability to manage operational information across the whole intervention cycle is modality-agnostic. It not only allows better monitoring and risk control, but also supports more effective programme cycle management. SCOPE gives you relevant, on-time data for informed decision-making and improved targeting.

About This User Manual

This document is a technical user manual and is system-focused. It complements the WFP Cash-Based Transfers Business Process Model (CBT BPM), specifically how to handle the processes within the following components:

  • Intervention setup
  • Intervention delivery

It leads SCOPE users through the cash account process in addition to explaining how to perform specific steps within the overall process. This document guides users in SCOPE as they perform their defined SCOPE duties. This user manual is not a replacement for mandatory SCOPE training. Rather, it is an additional resource meant to assist users who have already undergone the respective SCOPE training.

Note: All screenshots in this user manual are taken from the SCOPE training environment and the colours of pages may differ from the live SCOPE environment.

Pre-requisites

This manual assumes that you have already completed your designated Functional Learning Path in the Digital Assistance Services Academy Learning Channel. It also assumes that you already have access to SCOPE. In addition, it is expected that you have experience in the specific processes that your role entails.

Access

The functions described in this user manual are performed by different users depending on the assigned user access rights. There should be a minimum number of users in each Country Office, and Country Offices should ensure that only authorized users shall obtain the login details for the specific user roles.

System Requirements

The system requirements to operate SCOPE are listed below:

  • Web browser or App: Google Chrome version 59 and later
  • Web browser or App: Mozilla Firefox version 54 and later
  • Computer: CORE i5 processor, 4GB RAM, 500GB storage, and Windows 7 or later
  • Internet bandwidth: 20Mb uplink/downlink, not shared

SCOPE Desktop application

For some processes you may need to download theSCOPE desktop application for use on a laptop, phone, or tablet. You can download it from the SCOPE download page.

Note: If you are using theSCOPE desktop application, please make sure that you download and install new versions when they are made available by the SCOPE Development Team. Updates to the SCOPE back-end can cause SCOPE to no longer be compatible with older versions of theSCOPEapplication.
