Biometric Deduplication
Deduplication allows you to identify people who are registered in SCOPE as multiple different identities, investigate them, and deactivate any duplicated identities as required.
Deduplication ensures effective programming and is critical to ensuring that WFPWorld Food Programme and partner funds reach targeted beneficiaries as intended without duplication at the beneficiary level.
Biometric information including fingerprints and face scans are used to perform biometric deduplication. Deduplication is also possible through data analytics without the use of biometrics, as biometrics may not always be appropriate or necessary in some programmes.
Biometric deduplication consists of the following processes:
-
Automatic deduplication
When new identities are registered in SCOPE with biometric data, their information is automatically checked by the MegaMatcher Automated Biometric Identification System (ABIS). It analyses the registered biometric data for new people's identities and compares the data against all existing registered people's identities in SCOPE. It then assigns match scores to the identities and determines whether the identity is (1) duplicate, (2) unique, or (3) requires manual adjudication.
Match Score Result <96 The identity is not similar to any existing identities. ABIS automatically flags the identity as unique. 96-144 ABIS is unsure. The identity is similar to an existing identity but it requires manual adjudication by an Adjudicator. >144 The identity is very similar to an existing identity. ABIS automatically flags the identities as duplicates. Note: As MegaMatcher ABIS is further optimized, the match score ranges may change.
In most cases, deduplication will identify a person as unique or duplicated. If it is unable to determine whether an identity is unique or duplicated, manual adjudication is required.
-
Any identities that are flagged for manual adjudication must be checked manually.
-
Downloading a duplicated identities list
Any identities that are flagged as duplicates can be downloaded as a duplicated identities list to investigate in the field.
-
Deactivating duplicated identities
Any confirmed duplicated identities are deactivated so that only their actual identity is their active identity in SCOPE.
